His Excellency Sultan Bin Saeed Al Mansouri, UAE Minister of Economy, has inaugurated the Certificate of Origin form (A) and Post Verification, today in the Address hotel in Dubai. Senior officials form the European Union and the UAE has attended the event.
Mr Al Mansouri said: “Today, we highlight a very important issue, the Certificate of Origin Form (A), and the regulations and procedures that manage it. This issue has gained high attention due to its impact on exports and trade exchange in the region and the world. The certificate of origin contributes to supporting export firms and diversifying external markets. It is considered as an essential document to identify the nation of origin of commodities and place of manufacturing, in order to evaluate customs fees and the preference deal that will be offered through trade agreement between the countriesâ€.
“This is particularly important in today’s globalised world, where nations have trade linkages. This certificate is an important proof for the product’s origin. The nation of origin is committed to provide credible information about the product and its national added value. The Certificate of Origin Form (A) is being issued according to the Generalized System of Preferences (GSP), which is an UNCTAD’S initiative. The objectives are to increase the export earnings of developing countries, promote industrialization and accelerate rate of economic growth. Under the GSP schemes of preference-giving countries, selected products that originate in developing countries are granted reduced or zero tariff rates,†he added.
Mr Al Mansouri said that many countries have benefited from this system all over the world. “It has helped these countries to strengthen its exports and at the same time develop sectors such as agriculture, industries, animal husbandry and other natural products. The system has included a post verification procedure in order to protect the benefits, by coordinating the process between the trading countries to prevent any fraud attempts. The UAE is at the forefront of these countries, and we stress on cooperating at the highest levels to prevent any attempt to falsely export under the guise of Emirati merchandise. For the success of the programme, beneficiary countries are also obliged to cooperate with the donor countries to combat fraud,†he added.
Mr Al Mansouri said that this has helped to reduce fraud attempts and strengthen our international credibility due to the professional pre- checking and strict verification of certificates of origin. “The Ministry of Economy has played a major role to enhance coordination between customs departments and chambers of commerce in the UAE, to control violators,†he added.
