The Government Purchase Program at the Mohammed Bin Rashid Establishment for Small and Medium Enterprises Development (MBRE) organized a meeting with governmental departments in Dubai urging them to implement article 12 of Law No. 23 of 2009, issued by His Highness Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice President & Prime Minister and Ruler of Dubai, in September 2009.
Article (12) of Law No. 23 of 2009, urges all government departments and companies, which are owned by the Dubai Government by more than (50%) of their shares to assign 5% of their purchasing programs for goods and services provided by the members of the Mohammed Bin Rashid Establishment for SME Development.
Ibtihal Naji, Manager – Government Procurement Program, MBRE, said: “This meeting comes in line with a series of discussion panels we are organising with the governmental department in Dubai to promote small and medium enterprises in Dubai. We look forward to strengthen the relations between government departments and national SMEs. This will help young business leaders to develop their projects and enhance their participation and contribution to national economic growth.â€
The meeting discussed the importance of providing annual reports that illustrate their support to the members of MBRE. The participants stressed on the need to hold more meetings with stakeholders to discuss the details of Law No. 23.
To help SMEs improve their performance and play an active role in the economic development of the UAE, MBRE will distribute a questionnaire for government departments to measure the performance of its members.

The law defines the goals of the establishment for strengthening Dubai’s position as a centre for entrepreneurship and allows for the setting up of projects which encourage entrepreneurship and the innovative ideas of youth. This move seeks to motivate youth to work, as well as to pursue economic activity, such as the development and organisation of programs and initiatives.
